Today’s emergency alerting technologies consist of alerts that are sent to the public via loudspeakers, sirens, radio, TV, Internet, and cellular phone. With increasing handset penetration and proliferation, cellular has become the most popular choice. Delivering emergency texts via cellular network is done using two methods. Text Based SMS, point to point delivery which requires phone numbers and registration and cell broadcast which operates in similar manner to how conventional radio is broadcasted over AM or FM channels. Cell Broadcast is Location Targeted, which means no need for phone numbers. In the United States, this is known as Wireless Emergency Alert (WEA). Delivering emergency alert via cell broadcast channels is quick and without contributing to network congestion, and with no disruption to text, voice calls, or data sessions.
